Shanghai Municipal Human Resources and Social Security Bureau issued theNotice on Special Measures to Support Talents for Resumption of Production and Work(the Notice) on Jun. 1, 2022. The Notice unveileda basket of preferential policies for overseas talents, including the creation of a more talent-friendly environment.

·Support to high-tech, top-notch, sought-after talents

Special supporting measures are proposed in the Notice to serve high-level talents, returnees pursuing innovation and entrepreneurship, and high-skilled talents:

1. Focus on global high-level talents, do well in supply and demand matching precisely, recommend vacancies and post information.

2. Attract outstanding doctors around the globe to do scientific research in Shanghai by giving them access to major scientific research platforms, critical core industries, key subjects and high-paying job positions that need to be filled urgently.

3. Implement special treatment policies and services designed for overseas high-level talents.

Special Talent Policies of Lin-gang

Aside from the city’s talent policies specified in the Notice, Lin-gang as a new part of China (Shanghai) Pilot Free Trade Zone accords a package of tempting and generous special supporting policies to overseas talents, ranging from talent attraction, development to supporting services.

Lin-gang has made clear its overseas talent policies as follows:

1. High-level overseas talents are entitled to subsidies for the difference in individual income tax.

2. Overseas talents can sit for professional qualification exams.

3. Overseas talents can practice in the Lin-gang Special Area after required filing.

4. Foreign students studying in China are encouraged to start a part-time business.

5. Returnees and overseas talents are encouraged to start a business.

6. Foreign graduates with excellent performance are encouraged to work in the Lin-gang Special Area directly.

7. A “straight-through pass” is granted to urgently needed overseas education programs.

8. Working and living in China should be made easier for returnees who have a foreign nationality.

9. Accessibility to work permits should be improved for foreign talents in high-tech fields.

10. Accessibility to work permits should be improved for foreign high-skilled talents.

11. Accessibility to work permits should be improved for foreign talents in desired industries.

12. Accessibility to work permits should be improved for foreign talents pursuing innovation and entrepreneurship.

13. A “green-channel” access to work permits should be made available to leading individuals and teams in scientific research and innovation.

14. Inclusion into the “Shanghai science and technology innovation occupation list” can be recommended.

15. Foreigners with work permits and foreign talents can get extra points in their visa applications.

16. A green channel for work and starting business is offered to overseas talents.

The provision of good environment and amenities is also specified, for example, to 1. optimize and upgrade Lin-gang Special Area Talent Service Center; 2. build a foreign talent service harbor; 3. offer more convenient financial services to high-end foreign talents; and 4. upscale the amenities, bring in international and domestic quality service resources and develop a high-standard international community.
