On December 5, 2024, in accordance with Announcement No. 40 of 2024 issued by the Shanghai Civil Affairs Bureau, Peking University International Sci-Tech Innovation Center at Lin-gang Special Area, China (Shanghai) Pilot Free Trade Zone（PKU-IICSH）in Lingang, Shanghai, officially passed the AAA-level qualification in the Shanghai Social Organization Rating Evaluation.
Under the meticulous guidance of the Social Service Organization Administration of the Shanghai Civil Affairs Bureau and The Division of High-tech Industries and Science and Technology Innovation, LSAA, as well as the joint efforts of all employees, the Center was granted exceptional approval to participate in the evaluation even though it had been established for less than two years (founded on January 24, 2024). Starting from February, the main leaders of the Center took personal charge, and based on the work philosophy of "grasping standardized construction is grasping future development", designated the AAA-level rating work as a key task for the whole year. During the more than 8-month process, the Center overcame work pressures such as "insufficient manpower, tight timeframes, and heavy tasks", comprehensively reviewed and revised 36 various system documents formulated by the Center and 40 operational system documents filed by its affiliated companies. It deeply stimulated the awareness of striving for advanced positions and excellence among all employees, extensively mobilized partner units and service recipients of the Center to participate, and completed the evaluation preparation tasks with high standards, laying a solid foundation for the Center's high-quality development in the future.
During the creation process, the Center strictly aligned with the requirements of the Measures for the Administration of Social Organization Evaluation (Decree No. 39 of the Ministry of Civil Affairs), followed the guiding principle of "construction first, then evaluation; evaluation promoting construction; integration of evaluation and construction; focusing on construction", and formulated five work measures for the evaluation in combination with its actual situation: participating in training to calibrate directions; conducting special meetings to clarify goals; organizing and mobilizing for division of labor and cooperation; aligning precisely with the standards to promote construction through evaluation; and taking immediate rectification actions to enhance practical results. Centering on the evaluation requirements, the Center held two staff general meetings and 10 special work meetings. In accordance with 4 first-level indicators, 19 second-level indicators, 54 third-level indicators, and 133 fourth-level indicators, it studied and implemented plans item by item, sorted out and decomposed indicator tasks, ensured the participation of all staff, and guaranteed the orderly progress of the evaluation preparation work.
At the same time, the Center invited the Shanghai Modern Intelligent Campus Management Institute (a 4A-level unit) as a consulting unit for the evaluation, leveraging external intellectual support to improve the quality and efficiency of the preparation work.
In the on-site assessment conducted on September 20, the evaluation expert group affirmed the Center's strategic development plan and characteristic work achievements, which further enhanced and strengthened the Center's confidence and determination in planning for future development. Through this creation process, the Center conducted a comprehensive "health check" on various aspects including "Party-mass work, standardized operation, enterprise incubation, industrial layout, characteristic service platforms, serving Lingang, ecologicalization and internationalization, and venture capital funds", effectively improving work efficiency and ensuring the healthy development of various undertakings of the Center.
The acquisition of the AAA-level qualification will also bring positive benefits to the Center's development of science and technology innovation public welfare undertakings. According to the relevant provisions of the Announcement on Matters Concerning Pre-tax Deduction of Public Welfare Donations (Announcement No. 27 of 2020 issued by the Ministry of Finance), social organizations with a 3A-level or higher qualification (including 3A-level) will have the opportunity to further obtain the pre-tax deduction qualification for public welfare donations through continuous efforts. This will help the Center actively secure social donation income, laying an important foundation for the sustainable development of its public welfare sci-tech innovation undertakings and its long-term development.
Looking forward to the future, the Center will further establish systems and regulations, standardize operations, and improve efficiency. It will give full play to the advantages of being a social service organization (non-governmental organization) and a new-type research and development institution, gather science and technology innovation resources, and actively carry out science and technology innovation and achievement transformation work. Striving to build itself into a world-class science and technology innovation platform with international influence, the Center will serve as a pacesetter in reform and opening up and a forerunner in innovation-driven development, act as a pacesetter in reform and opening up and a forerunner in innovative development, serve the industrial innovation and development of the Lingang New Area, and contribute to Shanghai's endeavor to build a globally influential science and technology innovation center.
