The morning of March 24, 2023 saw the opening of Lin-gang Sci-Tech Innovation Conference. As an important part of the Sci-Tech Innovation Week, the conference was held to unveil policies and measures in support of and recognize and reward pioneers in sci-tech innovation, so as to attract and retain more factors essential to innovation, including human resources, technology and capital, in Lin-gang. The event was honored by the presence of Chen Jinshan, member of the Standing Committee of the Municipal Party Committee, Secretary of the Party Working Committee of the Lin-gang Special Area and director of the Lin-gang Special Area Administration, and Shang Yuying, Deputy Secretary General of the municipal government.
In his address to the conference, Chen Jinshan pointed out that institutional openness is the biggest attraction of Lin-gang, while sci-tech innovation is the most distinct background color. As the economic powerhouse and the forerunner of frontier industries in Shanghai, the Lin-gang Special Area shall endeavor to build itself into a sci-tech innovation hub with a sound ecosystem, and a "home for scientists and a magnet for entrepreneurs".
The Lin-gang Special Area should think about sci-tech innovation with an international mindset and a global vision, boost international sci-tech exchange and cooperation with more open-minded and pragmatic initiatives, and endeavor to build a preferred place for Chinese and foreign professionals to participate in international collaborative innovation; should empower sci-tech innovation with innovative institutions and mechanisms, customize a set of pertinent, accurate and effective policies for sci-tech innovation and foster an innovation ecosystem in which scientists dare to do, capitalists dare to invest, enterprises dare to go off the beaten track and the government dares to be supportive; should drive sci-tech innovation by harnessing strategic forces and industrial needs, persist in research of the fundamentals, build a sci-tech innovation service system, overcome bottlenecks in industries via scientific research and technological innovation, and ramp up the development momentum; should support sci-tech innovation with emerging finance and innovative business models, develop emerging finance including sci-tech innovation finance, FinTech and cross-border finance, solve financing difficulties for enterprises and timely convert sci-tech deliverables; should protect sci-tech innovation with quality services and a pleasant environment, provide good services and support to sci-tech enterprises of all kinds wholeheartedly, and make every effort to create a people-oriented atmosphere, in which all scientific research follows can make the most of their youth time and fulfill their dreams, said Chen Jinshan emphatically.
At the conference, a group of investment institutions, sci-tech deliverables conversion platforms and tech companies signed partnership agreements to the industry investment ecosystem of the Lin-gang Special Area and pledged to form a joint development community based on sci-tech innovation. A sci-tech innovation fund worth 20 billion yuan was established at the event, aimed to resolve the inaccessibility and high cost of financing start-ups often meet, and further strengthen the risk-sharing mechanism in the process of sci-tech innovation.
At the Lin-gang Sci-Tech Innovation Conference 2023, the Peking University Shanghai Lin-gang international science and technology innovation center participated in the launch ceremony of “Lin-gang · University Science Park” and the partnership signing ceremony of the industry investment ecosystem of the Lin-gang Special Area. In the days to come, it will be further and deeply involved in building Lin-gang into a sci-tech innovation hub by deploying innovation chain, capital chain, talent chain, service chain and policy chain aligned with the industrial chain.
