On the afternoon of May 10th, 2024, the tenth session of the Peking University Dishui Lake Lecture Hall (PKU-DSLLH) was successfully held. Professor Guo Li, Peking University Boya Chair Professor, Party Secretary of the CPC Peking University Law School Committee, Dean of the Peking University Law School, and Director of Institute for Global Law & Policy, was invited to deliver a lecture titled the Registration-Based IPO Reform and Promoting the Market through the Rule of Law(《注册制改革与依法兴市》) at the Lingang Center, embarking on an intellectual journey regarding the registration-based IPO reform.

During the lecture, Professor Guo Li first introduced the basic status and latest developments in law education at Peking University. He then elaborated on China's registration-based IPO reform from four aspects: "guiding principles and regulatory trends" "legal framework and key policies" "observations on the registration-based IPO reform" and "analysis of case studies on hot issues". By comparing with the previous approval-based IPO system and relevant actions abroad, he provided a clear and in-depth explanation of the practice and significance of China's registration-based IPO reform, making the content both informative and engaging.

Professor Guo Li pointed out that promoting high-quality financial development requires adherence to the principles of the rule of law, market orientation, and internationalization. He emphasized that China's exploration of the registration-based IPO reform takes into account the marketization and regularization of issuance activities while enhancing regulatory roles. This has resulted in the basic structure of exchange review and CSRC (China Securities Regulatory Commission) registration. As the reform progresses in stages, the main institutional arrangements are gradually maturing. Going forward, according to the latest "Nine Guidelines," efforts should be made to deepen and solidify the registration-based IPO reform, striving to create a financial market with unified rules, coordinated regulation and clear responsibilities, thereby promoting the formation of long-term capital.

During the Q&A session, Professor Guo Li addressed questions from the audience on topics such as "the future direction of China's securities industry" "effective means of investor protection" and "the investigation and punishment of securities fraud". He shared his own research and practical experiences, creating a warm atmosphere.

Wu Xiaohua, Deputy-secretary of the Party Working Committee of Lin-gang Special Area met with Professor Guo Li and presented him a commemorative plaque. Nearly 150 people including The Department of Party-People Affaris, Lin-gang Special Area Administration (LSAA), Peking University Shanghai Lin-gang International Science and Technology Innovation Center (PKU-IICSH), as well as representatives from Peking University Alumni Association, and online registered participants attended the event.

Before the event, Professor Guo Li conducted an on-site inspection of PKU-IICSH, visited the Party-Mass Service Center, and provided guidance on the center's development.

Initiated with the support of the China (Shanghai) Pilot Free Trade Zone Lin-gang Speacial Area Administration (hereinafter referred to as Lin-gang Special Area, or LSAA), Peking University Dishui Lake Lecture Hall (PKU-DSLLH) is a collaborative effort involving Peking University Intertional Innovational Center, Lin-gang Special Area, China (Shanghai) Pilot Free Trade Zone (PKU-IICSH), Peking University Office of Science and Technology Development, and Office of Humanities and Social Science, and enjoying an active participation from Peking University Press, Peking University Alumni Association, and other relevant offices and departments. Leveraging Peking University's profound academic foundation and expert resources in the humanities and social sciences, PKU-DSLLH focuses on key areas including economic development, humanities and arts, and social governance.

Since August 2023, PKU-DSLLH has been hosting monthly lectures featuring renowned professors or expert scholars from Peking University, who provide specialized lectures and engage in in-depth discussions with residents in Lin-gang. This initiative aims to facilitate the concentration of high-quality humanities and social science resources from Peking University in Lingang, effectively enhancing the cultural image and urban competitiveness of the Lin-gang Special Area.
