Recently, Ministry of Science and Technology of the People’s Republic of China officially released the Work Guidelines for the 'Innovation Points System' (Version 2.0) (National Trial Version). This guideline provides a comprehensive set of working methods for regional implementation of this new policy tool, Innovation Points System, for the evaluation and application of technology enterprises. The content covers policy positioning, data collection, indicator weights, scenario application, etc. According to the research commission of the New Quality Productivity Promotion Center of the Ministry of Sci-tech on the related work of Innovation Points System, R&D Center for Science and Technology Finance and Data Operation of PKU-IICSH fully relied on the profound foundation of Peking University in data science and AI to complete the overall model algorithm construction of Innovation Points System Version 2.0.

The Sci-tech Finance and Data Operation Research Center demonstrated its unique practical value in this work, focusing on the value of data elements, enterprise credit profiling, and financial product innovation, providing solid technical support for the construction and practical application of the innovation points model, and actively playing the roles of "researcher", "enabler", and "connector" of the Innovation Points System. The Sci-tech Finance and Data Operation Research Center not only actively participated in the local optimization of the indicator system of the points, but also strived to connect Innovation Points with financial capital, policy resources, exploring new models of credit approval, policy support, and investment guidance based on points, designing and developing the INNO-YES Zhi Rong Innovation Points Financial Service Platform, and has established cooperative relationships with more than ten national commercial banks. The INNO-YES Zhi Rong Innovation Points Service Platform is committed to building a virtuous ecosystem based on data intelligence, providing precise support for enterprises' innovation development, effectively promoting the substantive evolution of Innovation Points System from policy concept to regional innovation operational system.
In the future, the Center will further promote the deep integration of the points system with regional development strategies, through data analysis and model optimization, providing scientific decision-making support for the development of technology finance. The research results of the Center not only provide theoretical basis for the formulation of regional innovation policies, but also offer operational strategies for the promotion and implementation of the Innovation Points System. In the future, the Center will continue to deepen research, expand applications, and make greater contributions to promoting the improvement and development of the technology finance and regional innovation system under the guidance of the Ministry of Science and Technology.
