On March 26th, 2024, Lin-gang Sci-Tech Innovation Conference 2024 was held at the Lin-gang Center in Shanghai. This conference aims to promote the aggregation of various innovative elements, facilitate the integrated development of science and technology, industry, talents, finance, education, etc., accelerate the formation of new quality productive forces, and enhance the core competitiveness of Lin-gang Special Area. Chen Jinshan, member of the Standing Committee of the CPC Shanghai Municipal Committee and Secretary of the Party Working Committee of Lin-gang Special Area, Director of Lin-gang Special Area Administration (LSAA), and Liu Duo, Vice Mayor of Shanghai, and other leaders attended the conference.

During the signing ceremony for innovative projects at the conference, the "Low-Altitude Intelligent Networks Innovation Center" of  Peking University Shanghai Lin-gang International Science and Technology Innovation Center (PKU-IICSH) signed agreements on stage with seven projects including the Ecosystem Innovation Center of China RISC-V Alliance(RISC-V生态创新中心), Elite Engineers School at Tongji University(同济卓越工程师学院), Intelligent Robotics Industry Research Institute (preparatory)(智能机器人产业研究院(筹)), Plug and Play China(璞跃中国), and the International Laboratory of Neuromedicine(国际神经医学实验室) landing in Lin-gang. The "Low-Altitude Intelligent Networks Innovation Center" is a key project introduced and landed in Lingang by PKU-IICSH, led by Professor Cheng Chengqi from the Aeronautics & Astronautics Department of College of Engineering at Peking University.

Currently, the science and technology innovation system of Lin-gang Special Area covers the entire chain and process of "basic innovation - applied innovation - achievement transformation - cultivation of technology-based enterprises," providing policy guarantees for enterprises "0 to 1" original innovation, "1 to 10" innovation acceleration, to accelerating the transformation of technological achievements beyond "10." It focuses on building an international collaborative innovation demonstration zone, promoting deep integration of innovation chain, industrial chain, capital chain, and talent chain, and enhancing the overall efficiency of Lin-gang Special Area's innovation system. PKU-IICSH has established the "Low-Altitude Intelligent Networks Innovation Center," which will effectively integrate into Lin-gang Special Area's science and technology innovation system, continuously cultivating new quality productive forces in the "low-altitude economy" sector through the creation of technological "high ground."

More than 400 people attended the conference, including relevant departments of the Shanghai Municipal People's Government and LSAA, various enterprises and institutions, universities, research institutions, financial institutions, legal service institutions, medical institutions, relevant association organizations, and media representatives.


About the "Low-Altitude Intelligent Networks Innovation Center"

On the annual Central Economic Work Conference in 2023, Xi Jinping, General Secretary of the Communist Party of China (CPC) Central Committee, emphasized the focus of the economic work in 2024, stating that it should be led by technological innovation to drive the construction of a modern industrial system. He specifically mentioned that "low-altitude economy" will be included in the strategic new-type industries, highlighting a new path for promoting industrial innovation through technological innovation, especially by fostering disruptive and cutting-edge technologies to generate new industries, models, and drivers of growth, thereby developing new quality productive forces.

Following the directions given by the General Secretary Xi Jinping and leveraging the advantages of Peking University, PKU-IICSH establishes the "Low-Altitude Intelligent Networks Innovation Center." This move aims to seize the commanding heights of the foundational universal technology in the trillion-dollar low-altitude economy. The center is led by Professor Cheng Chengqi from the Aeronautics & Astronautics Department of College of Engineering at Peking University.

Professor Cheng Chengqi is the creator of China's Earth domain space-time theory and national airspace space-time standards. He is the chief scientist of the national navigation 863 and 973 plans, a member of the First Technical Advisory Committee of the National Air Traffic Control Commission, and a member of the National Development and Reform Commission's expert group on full-space unmanned systems.

Professor Cheng Chengqi's Earth Subdivision Theory divides the airspace into three-dimensional computable grids, and has developed three global standards and six national standards, enabling the creation of detailed three-dimensional low-altitude airspace maps including buildings. This theory is regarded as the cornerstone of the construction of low-altitude intelligent networks and is becoming an important standardization tool for the storage and management of low-altitude space, promoting the development of the low-altitude industry both domestically and internationally. It is a key technological high ground in advancing the trillion-dollar low-altitude digital economy, with significant core value in driving this sector forward.
