The establishment of an International Data Port is a crucial step in Shanghai's continuous advancement of the "Five Centers" (International Economic Center, International Financial Center, International Trade Center, International Shipping Center, and International Science and Technology Innovation Center) initiative. It also plays a vital role in the development of the "Five Freedoms and One Convenience" (freedom of trade, freedom of investment, freedom of capital, freedom of transportation, freedom of employment, and convenience of communications of information) institutionalized open system in Lin-gang Special Area.

On the morning of October 27th, the International Data Economy Industry Cooperation Conference was successfully held in Lin-gang Special Area, themed "Digital World, Co-Creating the Future." The conference aimed to gather high-quality global resources in the data economy industry, establish an international platform for exchange and cooperation, and promote cross-border digital economic and trade exchanges as well as international data collaboration. Chen Jinshan, member of the Standing Committee of the CPC Shanghai Municipal Committee, Secretary of the Party Working Committee of Lin-gang Special Area, and Director of Lin-gang Special Area Administration (LSAA) attended the event. During the conference, the International Data Economy Industrial Park was officially unveiled.

Chen Jinshan pointed out in his speech that the establishment of the International Data Economy Industrial Park aims to vigorously promote the high-level openness of Lin-gang Special Area. It will take on the responsibility of ensuring the security and high-quality development of the data industry, attracting more outstanding data industry enterprises and capital, and actively promoting international cooperation and industrial development in the field of data economy. This effort will make a special contribution to the construction of digital China by Lin-gang Special Area. Lin-gang Special Area will pioneer international data rule alignment with a more open and innovative concept. It will cooperate flexibly to build an international data economy industry ecosystem and accelerate the digital transformation of the city with richer and more diverse application scenarios. The area will facilitate the cross-border flow of data, support enterprises in conducting international business more effectively, and provide a first-class business environment to serve the development and growth of various enterprises and institutions. The International Data Economy Industrial Park will become a new business card for Shanghai's opening-up, supporting high-level international data cooperation and realizing the dreams of entrepreneurs both at home and abroad.

During the conference, Huang Gang, Vice Dean of the Institute of Artificial Intelligence at Peking University and Chief Scientist of Data Switching Service Network at Peking University Shanghai Lin-gang International Science and Technology Innovation Center (PKU-IICSH), served as the first industry expert to deliver a keynote speech. He focused on the data infrastructure in the era of globalization of the digital economy.

On the afternoon of October 27th, 2023, during the sub-forum of the 2023 International Data Economy Industry Cooperation Conference—Forum on Rules and Regulations Improvement and Cross-Border Data Flow, and the Special Conference on the High-Quality Development of the Lancang-Mekong Cloud Computing Innovation Center, Shanghai Lin-gang International Data Port Co., Ltd. (referred to as "International Data Port") jointly with PKU-IICSH unveiled the Cross-Border Data Code and Registration Platform. Li Jing, General Manager of International Data Port, Huang Gang, Vice Dean of the Institute of Artificial Intelligence at Peking University and Chief Scientist of Data Networking at Peking University  Lin-gang  Science and Technology Innovation Center, and Yao Weihao, Head of Office of Science and Technology Development (OSTD) at Peking University and Director of PKU-IICSH, presented the first batch of data cross-border code and registration certificates to three companies. The press conference was hosted by Liu Feng, Head of the Data Cross-Border Circulation Technology Research Center at PKU-IICSH.

The platform marks a significant achievement following the strategic cooperation agreement signed between PKU-IICSH and International Data Port on July 15th this year. The goal is to establish an integrated cross-border data innovation mechanism, technology, and model covering the entire process and lifecycle. The platform aims to contribute to the secure and compliant operation of businesses, the development of digital trade, and the improvement of the business environment.

During the event, the International Data Harbor Research Institute, the National Industrial Information Security Development Research Center, China Economic Consulting Corporation, PKU-IICSH, Shanghai WTO Affairs Consultation Center, International Data Space (IDS) China Research Laboratory, Fudan University Development Institute, China-Germany Joint Research Center (Tongji University), and several other research institutions jointly launched the International Data Harbor Think Tank Alliance. The alliance will focus on significant theoretical and technical issues facing the construction of the International Data Harbor, strengthening comprehensive, strategic, forward-looking, and targeted research.

Zhao Yihuai, member of the Party Working Committee of Lin-gang Special Area and Deputy Director of Lin-gang Special Area Administration (LSAA), emphasized in his speech at the meeting that improving rules and regulations and promoting cross-border data flow play a crucial role in promoting economic growth and enhancing national strength. The construction of the International Data Harbor in Lin-gang Special Area is not only a pioneering trial in cross-border data circulation and rule improvement but also a significant exploration of new trade models and rules in the era of digital economy under the premise of security.

It is reported that Lin-gang Special Area prioritizes the development of the data industry, focusing on international rule docking, enterprise aggregation and development, industry ecosystem cultivation, and optimizing supporting services. A series of special support policies will be introduced. The International Data Economic Industrial Park will be built into a high-level international data cooperation outpost, a high-standard pioneer area for cross-border data systems innovation, a high-quality international data industry agglomeration area, and a high-energy-level data circulation infrastructure hub. By 2025, the industrial park will focus on building 10 high-energy international data cooperation platforms, over 50 convenient data flow and international cooperation innovation scenarios, gather more than 100 leading enterprises, and achieve a data industry scale of 100 billion RMB.

In the future, PKU-IICSH will further leverage its talent and research advantages, collaborate with leading institutions in the industry such as International Data Port, and deepen cooperation in areas such as cross-border data flow. PKU-IICSH aims to cultivate and incubate more high-level enterprises and innovative programs, contributing to the development of the international data economy industry in Lin-gang Special Area.
