From August 23 to 25, 2024, the first session of the Yangtze River Delta Region Biomedicine Technical Manager (Intermediate Level) Training Program was successfully held at Peking University Lin-gang Party-Mass Service Center. This training session was co-hosted by the research council for China's science and technology achievement management, National Center for Science and Technology Evaluation and Bo'ao Academy of Medical Innovation in Hainan, organized by Kangwei Medical Innovation, and supported by Peking University Lin-gang International S&T Innovation Center (PKU-IICSH) with special support from Shanghai Bank.

The training aims to cultivate a technical manager team specialized in biomedicine, enhance their service capabilities in technology transfer, and collectively contribute to pharmaceutical innovation. The program has invited over ten professional instructors from the Ministry of Science and Technology of the PRC (National Center for Science and Technology Evaluation), Peking University, Shanghai Jiao Tong University, and top domestic medical institutions to deliver lectures from various dimensions, including "standard interpretation," "innovation and transformation chains," "the practice of innovation," "innovation sharing," and "case studies and scenario simulations of transferring ideas into practice." The course included both theoretical knowledge on technology transfer and practical sessions as well as case studies on medical achievements transformation, offering a wide range of expertise and rich content.

The trainees mainly comprised practitioners from the pharmaceutical and health sectors, including various medical institutions, research institutes in universities and colleges, third-party technology service providers, law firms, investment institutions, and enterprises involved in technology transfer and achievement transformation. About 30 participants attended the three-day program that combined online and offline training.

On August 23, Wu Sihong, Deputy Director of the Technology Achievement and Evaluation Department of the National Center for Science and Technology Evaluation, delivered the opening address on behalf of the organizers. She emphasized the critical role of technical managers in integrating industry, innovation, capital, and talents. Wu described them as a driving force that propelled scientific achievements to enter the market and be put into practice, accelerating the development of new quality productive forces. Wu expressed hope that the training program would offer valuable guidance to participants in terms of scientific achievement, industrialization, evaluation, and technology transfer. Yao Weihao, Head of Office of Science and Technology Development, Peking University, and Director of PKU-IICSH, Wang Yu, Executive Director of PKU-IICSH, and Zhang Weiwei, Deputy Director of PKU-IICSH attended the opening ceremony. At the ceremony, Wang Chen, Deputy Director of the Hospital Innovation Service Department of Kangwei Medical Innovation, introduced the five key modules of this training program. The organizers pledged to continue providing consultation and guidance concerning innovation and transformation to the participants to help improve their capabilities in these aspects.

After all the participants, guests, and mentors posed for photographs, Yao Weihao delivered a course sharing on "Practice and Reflections on the Transformation of Scientific and Technological Achievements at Peking University." Yao shared Peking University’s practical experiences in various aspects, including the top-level design of achievement transformation work, the construction of an achievement transformation system, joint R&D platform between universities and enterprises, comprehensive intellectual property management, the cultivation and operation of high-value patents, management of off-site research institutions, incubator enterprises, transformation funds for scientific and technological achievements, and the establishment of specialized technology transfer organizations. At last, Yao introduced the main functions of PKU-IICSH as an off-site research institution of Peking University in Shanghai and how it empowers the transformation of scientific and technological achievements.

During the "Standard Interpretation" session, Wu Sihong gave an in-depth explanation of the group standard "Technical Manager Competency Evaluation Specifications," discussing policies and annual reports on sci-tech achievements transformation, evaluation policies, and assessment standards, through which the participants gained a more precise and deeper understanding of sci-tech achievements transformation and evaluation standards.

Dr. Wu Yizhe, Deputy Director of the Cardiology Department of Zhongshan Hospital affiliated to Fudan University and Deputy Secretary-General of the Center for Cardiovascular Innovations, shared insights on "Identifying Clinical Needs with Transformational Value." Dr. Wu first expounded on the driving force of innovation and then used the Biodesign innovation model to explain the process of identifying problems, inventing technologies, and creating value. He emphasized the significant role of clinicians and the innovation ecosystem in medical device development.

Professor Tu Shengxian from the School of Biomedical Engineering at Shanghai Jiao Tong University discussed "Medical Innovation and Medical-Engineering Integration Practices," focusing on coronary heart disease diagnostic processes and precise evaluation, and introduced his own inventions, such as QFR, OFR, UFR, and RWS technologies and their applications.

On the afternoon of August 23, the trainees took a study tour at Lin-gang Life Science & Tech Park, also known as the Blue Bay World, the main hub for biomedical innovation in the Lin-gang Special Area. They visited the Blue Bay World Exhibition Hall, the incubator at ATLATL Center for Innovation & Research, and Shanghai HeartCare Medical Technology Co., Ltd., a listed unicorn company, to gain practical experience.
On August 24, Li Fang, Intellectual Property Director of Kangwei Medical Innovation, delivered an intellectual property protection course titled "Patent Applications, Protection, and Transformation in the Medical Field," covering patent policy interpretation, basic patent knowledge, patent mining and portfolio planning, strategies for enhancing patent authorization, and the critical steps in the patent application process.

Cheng Leilei, Deputy Director of the Research Department of Zhongshan Hospital affiliated to Fudan University, delivered a course titled “Operations and Practices in the Transformation of Medical Institution Achievements.” In her presentation, Cheng introduced the remarkable accomplishments achieved by Zhongshan Hospital in innovation and transformation within the hospital setting. She also shared the hospital's successful experiences in establishing a full-cycle management model for sci-tech achievements, creating standardized management processes for achievements transformation, fostering a supportive ecosystem for sci-tech achievements transformation, and setting up a sci-tech innovation fund.

Lu Guotao, Vice General Manager of Kangwei Medical Innovation, presented a course called “Simulation Case Study of Medical Innovation Project Transformation.” Under Lu's guidance, participants were divided into groups for discussions and hands-on simulations on project transformation. Each group outlined key points for project transformation and conducted the simulation step-by-step following the “three stages and seven key steps.” Participants actively engaged in discussions and summarized the course, followed by a conclusion drawn by the instructor.

The Yangtze River Delta Region Biomedicine Technical Manager (Intermediate Level) Training Program (First Session) lasted three days and concluded successfully. Through in-depth learning of theoretical knowledge and practical experience about biomedicine innovative achievements transformation and visiting pioneering institutions in biomedical innovation, participants enhanced their capabilities and proficiency in providing biomedicine sci-tech achievements transformation services. The program laid a solid foundation for their work in biomedical innovation, technology transfer, and achievements transformation services. Moving forward, the organizing institutions will continue to hold training activities in line with national policies and conference guidelines to further enhance the capabilities of talent in technology transfer and transformation, thereby empowering new quality productive forces.
