On the morning of October 29, the 2024 International Data Economy Industry Cooperation Conference was held at Lin-gang Cente. Themed “Digital World, Co-create Future,” the conference aimed at bringing together premium resources in the global data economy and establishing an international platform for exchanges and cooperation to drive the growth of the sector. Chen Jinshan, Member of the Standing Committee of the CPC Shanghai Municipal Committee, Secretary of the Party Working Committee of Lin-gang Special Area, and Director of Lin-gang Special Area Administration (LSAA), addressed the meeting.

Chen said that as a beacon of China's openness, Lin-gang Special Area has established the International Data Economy Industrial Park in an effort to become a new benchmark for the open development of China's digital economy and a preferred destination for the innovation and development of the data industry. Lin-gang has implemented the first category-based management of cross-border data flow, releasing China's first guidelines for cross-border data flows at the scene and field level. It has built a full-process service management system thatallowsbothenterprises autonomy and government control, which has been positively received by enterprises across various industries. This approach has provided pilot experiences for China to promote the secure and orderly cross-border flow of data. Lin-gang has also attracted a large number of well-known data companies from home and abroad, driving the rapid development of Lin-gang’s data economy. The early-stage results have formed a good synergy between institutional innovation and industrial development. Lin-gang Special Area has always centered on institutional innovation, aiming to build an international data cooperation test field. It focuses on data application scenarios to activate new drivers for global digital economy development, strives to build an international data economy ecosystem and become the new integration hub for global data, and supports international data companies to grow rapidly by providing an open business environment.

Tang Hao, Member of the Party Working Committee of Lin-gang Special Area and Deputy Director of LSAA, introduced the development practices and future directions of the International Data Economy Industrial Park. Since its establishment, the park has achieved"five batches" of practical results: establishing a batch of institutional breakthroughs, releasing China's first cross-border data flow guidelines at the scene and field level, building a batch of functional platforms and institutions, creating four major service platforms to promote data circulation and industrial development, strengthening a batch of basic data infrastructure, establishing the first domestic single-pool liquid-cooled smart computing cluster, promoting a batch of international cooperation demonstrations, such as the "Digital Twin Cities Project” with Cyberview Sdn. Bhd. in Malaysia, and gathering a batch of industry innovation projects, including enterprises specialized in autonomous driving, such as ThunderSoft and SenseTime. Moving forward, the Industrial Park will continue to focus on institutional innovation as a driving force for industrial development, focusing on key objectives such as cross-border data flow, international data center construction, telecommunications pilot programs expansion, and the development of intelligent computing hubs, accelerating Lin-gang Special Area's transformation into a new hub for global data resource allocation.

During the conference, LSAA , in collaboration with 15 other institutions, jointly launched the Data Compliance Promotion Alliance, including the Data and Technical Support Center of the Cyberspace Administration of China, CICS-CERT, China Electronics Standardization Institute, CCRC, CETC Cyberspace Security Technology Co.,Ltd., Deloitte, PKU-IICSH, etc. The Alliance aims to promote public awareness of data security and personal information protection laws and regulations, enhance enterprises' data compliance awareness, and encourage the standardized development of the data compliance industry. Lin-gang Special Area also took the lead in conducting international rule studies on the efficient, convenient, and secure cross-border flow of data, helping to improve data security governance and regulatory capabilities.

Gonzalo Figueroa, Consul General of the Republic of Chile at Shanghai, Yang Zhengwei, Member of the Party working committee of Lin-gang Special Area and Executive Deputy Director of LSAA, Peng Shiquan, Deputy Director of LSAA, Weng Kaining, Deputy Secretary of the Party Committee and President of Lingang Group attended the conference, along with other leaders from National Bureau of Statistics of China, Shanghai Municipal Office of Cyberspace Administration, Shanghai Municipal Commission of Commerce, Science and Technology Commission of Shanghai Municipality, Shanghai Municipal Transportation Commission, Shanghai Municipal Health Commission,Shanghai Municipal Data Administration, Shanghai Municipal Drug Administration, Shanghai Communications Administration, Shanghai Securities Regulatory Commission, and Shanghai Office of National Financial Regulatory Administration. Representatives from trade promotion agencies and business associations from Singapore, Malaysia, South Korea, Japan, Indonesia, Germany, and other countries also participated in the event.
